Yes, it does clump so I add the packet to a large measuring cup, add some water, and whisk vigorously until clumps are gone, then pour while whisking into the running bath water. These individual sachets make it incredibly easy to prepare a soothing oatmeal bath when your skin is dealing with itching, dryness, or reactivity.
